It's one then the other. People were arguing over the Tempus 1 hr time limit being imposed on them by management to "prevent burnout" but it's pretty obvious the reason most Holos burn out is because management stifles their creativity and shuts down their project ideas. It wasn't really all that long ago that Pekora was crying on stream over having her project canceled after pouring months of work into it. It seemed like she was about ready to throw a tantrum over it if it wouldn't have put her job at risk.

You see the same thing in Nijisanji from time to time, but it's less common as Nijis rarely have their projects denied. Anykara's company philosophy is generally "you're on your own but if you do something stupid that gets you canceled thats on you." If you're a creative type that's a much better environment to work in than Cover's walled garden of homogeneous content. It has its downsides as they get less things gifted to them from management, like Nijis never get free outsides past their first one, they have to pay for them. Meanwhile Holos get outfits every few months(except Irys RIP) usually in a outfit reveal relay to encourage that homogeneity. But if you just wanna do schizo streams or work on big projects like Selen's upcoming Fall Guys tournament and Pomu's anniversary video it's much easier to get approval in Niji.

Most Holos are probably fine with how things are but it's understandable after having your projects denied enough times you just decide to stream Minecraft and collect your paycheck every week. It's what management wants, it's what the fans want, and it's the easiest job in the world. Keep your creativity for your side projects/roommate content and you can still be happy.

It's not a management issue. Compare Miko and Guras WWE streams for example. Miko did a ton of prep work for hers and when she saw it was a hit kept on scheduling it to keep interest. Gura didn't even bother to lean how to play before she streamed it. Unless you're arguing that Omega should've told Gura to learn how to play the game she'll be playing on stream so she's not fumbling around with the controls for 40 minutes the fault lies entirely with the talent who refuse to do any prep work.
