I'd probably keep the current Hololive line of criteria for Hololive:

For the Stars, I'd want to focus on people who are good at making friends. I suspect that Holostars can only succeed if the concept of "band of brothers" is successfully capitalized on. If you release a generation of Stars and they don't have strong bonds with each other, I don't think they have much capacity for growth when having to compete with the Nijiboy market, at least in EN. So being able to bond would be a highly valued thing to look for.
For NijiEN, if I'm looking for girls, I'd look for something similar, but scale the "mental/social defect" criteria back to something much more minor, like just being slightly weird in general, since the objective for those girls means that going into Holo-level societal deviants wouldn't actually work out for them, since they need to be capable of human interaction with both sexes, and deal with human interaction on a near-constant basis overall. For the boys, I'd look for two different categories: Either somewhat subdued, but good conversationalist men, the kind of person that could be a good "collab filler" for the top talents without rocking the boat too much, or "top draw" talents that have a strong voice and capacity to captivate, either through the Vox method of making women go wild, or through a more conventional streamer method of being a top-level "solo conversationalist."
