I don't think management really thought it through or the streamers themselves got in way over their heads. They probably thought they could coast off react content like on Twitch only to find out you have to actually do things and now they're completely stuck.

It's unfortunately a very common trend with corpo vtubers where they waste the most important 2 weeks after debut simply getting used to the role instead of pushing content to bring in viewers. Being able to hit the ground running was basically what made Selen so popular originally, she had almost no learning curve necessary.
