But some fans will do anything for free and you don’t even need to ask. So why not use it?

Some people do it for free.
Some people do it for commissions, including from the actual vtuber themselves.
Doing some work for free to keep yourself busy while you have a large "commissions OPEN" on your Twitter profile will usually get people coming to you for paid work in some form. Not guaranteed, but if you hop on the hottest new trends it generally works well.

As any "big vtuber" ever commissioned a thumbnail? Of course they don’t pay for that.
They either do them themselves with fanarts that already exists (they even have a community guideline to inform every fanartists that their fanarts can be used by the talents)
Or when it’s fan-made, they just make a general call and use whatever people will post willingly on Twitter.

Cover has some "Derivative Works Guidelines", stating that they can make fanarts of their IP, but in exchange cover and their talents can use them however they want without asking. There is no need to pay for anything, any fanart that include a cover talent is free to use by cover.

And even if it were free to use according to theur guidelines, taking someone else's artwork without permission and risking them to come back saying "cover used my things even though I explicitly said I don't want them to appear onstream" is asking for trouble.

Ina has a huge aversion towards using anybody else's assets. Most of the time she either makes it herself or doesn't use anything at all, with the exceptions being things like the Mario Kart hat and bike. She doesn't even have a props tag.

Ame, Kiara, Mori, and some of the council members have a props tag. It's not listed among the tags they have but they talk about it in streams. Ame has #amearms for instance, or something relatively close to that, from earlier in the year and for when she wanted to do a stream surrounding new arms after the pin feature arrived.

They get paid in exposure, unironically. And that's why exposure is a valid form of payment, because it really is considered something of value by a great many creative. Anyone who wants greater notoriety but won't accept exposure as payment is far too greedy for their own good,and doesn't understand the concept of a loss leader.
