My English teachers and some of my English class colleagues will die on the hill that COUPLE OF "X" will ALWAYS be 2, regardless of context.
Yet I swear I keep hearing english speakers say "couple of months/minutes/miles" when the range is unclear to the point of a 1 to 5 variance.

For example, if someone asks you to grab them a couple donuts, it doesn't necessarily mean they specifically want only two. It's a standin for saying "some donuts" or "a few donuts" because the intent is that you'll grab them enough donuts that they'll be satisfied.

It all depends on the context of the situation. If used in an informal way, it definitely doesn't not mean 2. Instead, replace the word internally with "a small amount, little". You typically wouldn't use it in a formal way, since it's an ambiguous statement. You would only ever use it formally if you yourself were unsure about the amount.

Yes, they're technically correct that it means 2. But at least where I'm from in the US, you would just say 2 instead of a couple. Even some idioms that use "couple" really mean more than 2. For example: "I'm going to need a couple of hands here!" really means "I need at least two people to help me out", despite that technically is 4 hands. Maybe brits are more stingy about the informal language, but formal US is typically very specific to the point of retardation. Informal US is much more body language based and loose about terms.
