I've said it before and I'll say it again, the biggest test comes when EN3 drops.
Right now, since there is no EN3, they've been able to take advantage of the gap that's formed between Myth+council and NijiEN, between disenfranchised viewers and all.
If they come out post EN3 with decent viewership, then I'll definitely consider them having 100% 'made it' and having successfully carved out a space for themselves that will endure.

Here's my guess how it went down. They had a lot of trouble finding these 4 guys for Tempus, because the prospect of joining Holostars wasn't the best. They're good, but all 4 of them were very small time. Rather than make a Gen with the next 4 people down the list, they decided to hold off and see how they performed. After they had strong debuts and a good post-debut period they greenlit the new Gen with the idea that they would get a larger and stronger pull of applicants now that people saw Holostars could be financially viable. First, the debuts were, botted, but second the real people that were there, a lot of them were just tourists, not people who regularly watch Niji EN. It's like that with all Nijisanji debuts, events ect. Ren's trying to do what Luxiem did, only at NA primetime, which is commendable, but might be challenging long term. Only Shu has really had much success. On top of this, Aia and Scarle just aren't good streamers, and Kyo is wildly out of his demographic. It's an experimental wave except for Maria, so it'll take time to pay off, if it even does.
