Mori annoys me but puts out more music per month than Gura does per year. She's also guested on multiple JP events or Suzy's concert. And she streams in between all that.

Gura's put out one generic Jpop song, barely interacts with JPs, has never been in a guest concert, and doesn't stream.

Mori has been more involved with music from the start, as she was likely hired on for her musical talent (subjective). She's been touted as basically a vsinger from the start and has the added benefit of being in Japan and therefore able to travel to the cover studio. Gura started singing as a hobby. She joined hololive to stream video games. The singing talent is just a bonus rather than her selling point.
