The situation with Magni having to wait for Sega permissions in particular though, I assume is just internal bureaucracy on Cover's part, because there hasn't been any problems with Sega perms in the past as far as I know. Something like Cover management going "yeah we know this should be fine but for the sake of being safe we will make you jump through 100 hoops for every single game or song".

Pretty much. Part of the reason everything got merged into Holopro was to get Blanket perms for everyone. Also the perms can be pretty specific. IE: You get perms to play these games but not this game but also because you didn't ask you can't draw the characters. A company can also straight up specify who can do what too in the perms, which is why with Elden Ring EN wasn't sure if they can play even though JP was already cleared.
But on the whole Cover always goes for Blanket perms.
