Its actually not surprising at all. Its not uncommon or hard to pull off. The most famous example would be cyberpunk 2077. Corpo higher ups and investors wanted a next game work on last gen cons*les. Devs told them it will have a huge negative impact on the next gen and pc versions as an incredible amount of QA and optimization has to be done to make it even run. So it hardly worked on last gen because thats the best they could do and main ports sucked because there was no time to flesh out the world and find/fix bugs. Then they blamed QA for delays because QA clearly saw that game is not fucking ready and didn't give a green light. But higher ups forced the release.
Why Am I telling you this? Well, just to make it easier to imagine the mindset of retards making retarded decisions and then blaming everyone around them.

Not even close. The vast majority of users don't use Modified Clients because if you do and you get caught it's a permaban. All of the user uploaded content goes through the official pipeline and is completly good to go.
People are flipping out, but this has been TOS forever, including a warning screen that shows up on loading screens saying if you use them you will get banned.
The problem is people are using these modified clients to rip avatars and worlds that people (myself included) sometimes take weeks to make. There are websites like ripper.io that rely on these modified clients to just steal all of the avatars that they interact with, and then they say that the creator of the avatar needs to send them a DMCA takedown notice which is BS.
