As an Ichimi yeah, I felt Noir has the chaps for just rambling about things.
They also exude hag/mag energy combined with being autistic nerds about certain topics. Its that natural enthusiasm about the topics they talk about that gives both of them charisma.
The difference is only that Marine does play her character a lot, while Noir feels like he is uncomfortable with his lore and just wants to be himself. Which isn't bad, just different and may put off the people that like the kayfabe.

If he brings annotations like Subaru and Marine he might build a good niche for himself.
Annotations are the key to good zatsu, although I don't know how much he has practiced it as an art or if he's just a natural talker. I never followed him as the orc.

I agree that magni carried the collab and I'm god awfully thankful he did, but somehow his somewhat salty schtick felt more rude than banter-ish in the collab in some moments. I think his persona does work in solo streams but I just wish he'll tone it down a little during collabs.
