Logistics wise it'd be a nightmare. Say there was an end of summer concert with dancing, Cover would have to fly 4/5 of Myth to Japan weeks ahead of the concert so they can take dance lessons and then do the concert. You really can't have professional dance lessons over Zoom, you need in person instruction that you can't get over a screen. Even if Cover said 'fuck it, just go to your nearest 3D studio and record something and send it in', that's 4 studio rental times Cover needs to pay for and you know they won't do that. Unfortunately stand in dancers are the best compromise, if there is a better way I don't know it.

Better to use the medium to its full potential to put on as good a show as possible. That's the edge vtubing has on live performances. The JP stuff is all legit. It makes no sense to waste money hiring more people to do a job that can be done by the employees you already have. And the dances have never been so amazing that they could only be done by pros.
All the EN stuff so far has probably been fake, aside from what they did at Ame's studio. Not because they want higher quality or anything though, but for logistics, it's just a lot easier and cheaper to have someone come into the JP studio and do the motion capture. It doesn't have to be some badass pro dancer though, maybe they even used some JP Holos to do it. That's fun to imagine.
