Because every single 'bro'tuber attempt has failed to gain traction, since the male audience that would watch them is just fine with flesh streamers. So male vtubers have to fill a specific niche, thus fujo pandering/ASMR/fetish baiting, etc.

In JP, it's inverted. People are used to male vtubers being able to pull male audiences, AND famous JP flesh streamers are like, the scum of the fucking earth. So the incentives are different.
