Twitch and YouTube count VOD views differently. On YouTube the viewer has to watch for 30 seconds total to count as a view. You can google this, it's well established. On Twitch there does not seem to be a minimum number, I've heard hearsay that it's 5 seconds, but some people also say that they can just press refresh to +1 their viewcount. The same user multiple times in a row also counts on Twitch, whereas on YouTube there are conditions on how multiple views will count.
So you cannot compare Twitch VODs and YouTube VODs directly, they use different counting methods.

Youtube is still primarily used for edited content, which Twitch is not suited for. There is no mass migration from Youtube and Twitch because they have a different userbase.

Twitch is a godawful platform with a horrible chat culture. Nobody wants your frogs, pogs and omegaluls. Somehow, despite being ancient memes at this point, it still comes off as zoomer humor. Nobody wants to deal with having to follow two channels because Twitch won't save vods. "Just switch to Twitch! Oh but you still have to maintain a Youtube channel because lol what are vods." This shouldn't even be an issue anymore. Nobody wants to deal with ad-block ignoring ads being shoved down their throat every time they try to tune into a stream. You can't even watch embedded streams on another site without Twitch repeatedly hitting you with a 10 second purple screen of death to tell you to watch on their site instead. They also had a huge data breach last year so that inspires confidence.

Twitch also takes a 50% cut from subscriptions(memberships) compared to Youtube's 30% so it isn't even profitable to move. I know that some people would just drop a streamer if they switched primarily to Twitch. I'm one of them. The ONLY value Twitch has over Youtube is more laidback rules on the content allowed because that bitch Susan isn't running it. So just do your questionable content there and keep the rest on the better platform. Then again, Kson got away with jumping around to make her big anime titties bounce during that swimsuit reveal.
