Basically, I'd imagine they've given the EN Stars editor access to the channel (it prevents them from deleting published content and livestreams and the like but allows them to edit the channel, upload videos and livestreams, etc.)
This would mean that if they need to do something on the main channel, they'll be able to, but if someone goes rogue they won't be able to delete anything or the like and it can easily be reverted.

Council still released relatively on schedule and Hololive was the obvious choice for most girls at the time (and I argue it still is depending on your goals), even if their choices were admittedly weird when compared to Myth (but I still prefer them overall funnily enough). StarsEN had to deal with the fact that Luxiem happened, Noctyx is still better than 99% of Holostars even if they performed worse than Luxiem and NijiEN started a new audition process a few months after HoloEN changed to a open auditions format, so there's a huge chance that the guys who were chosen are literal Nijirejects.

The only thing we know about StarsEN is that Cover was looking for people with experience in promoting things to women, which doesn't mean anything since the Stars main target audience was always female, but we don't know how much the StarsJP management and culture influenced StarsEN. Considering how fast Cover pumped them out and how aggressive they were for male applicants during the whole process there is a real possibility that they were influenced by Luxiem's explosive success. Hopefully I'm wrong because the last thing I want is Luxiem with a Holopro coat of painting, but we'll only know about that most likely next week if tomorrow is the actual reveal + debut date.
