Every time a Holo starts to stream they take viewers away from another Holo and ending streams boosts other Holos. There's like 2 huge sets of viewers between Gen 3 and then HoloX. Compared to Niji, even when Kuzuha starts streaming you notice way smaller of a drop in other streams.
