Technology doesn't work like Civ 5 in real life. Some things might be more advanced but others might not be. Regarding the espionage, it does happen, but paranoia of leaders prevails most of the time, and it's essentially a Mexican tech standoff. Even in the extraordinarily rare event that a company steals technology, it keeps it secret themselves.

Without scopes and such the effective range for a M1 Garand is only 440 yards. Remember they are using iron sights, which I doubt the staffs have. I'm no physicist but the fireballs would probably lose effectiveness in longer ranges. So the blasters would be limited in range (around 100-150 yards max), probably no more accurate than a contemporary musket. I'd write that many would rather die than let their secrets fall into the hands of their rivals. Some (but not everyone) would be willing to side with a hostile foreign faction if it meant their rivals got destroyed, even if this would also lead to them losing profit. There is a problem in not wanting to powergame while also trying to avoid being powergamed by others. It really depends. Iirc In the mid 1830s England steam engines only produce 12000 horsepower compare to millions that water, and wind mills produces. Adoption of technology is slow and depends on many factors. Some states in Vitubia can exploit them faster but they might not be as decisive as you'd think. A lot of soft factors need to be accounted as well. Hard factors like technology often get too laser focused.
