I don't get the reasoning why would the JP stars staff get involved with the EN stars branch. If this is the case then by that logic HoloEN and even ID will be under JP management. The only thing that is uncertain is whether they will be under HoloEN. But the Holostars logo on the website implies it's not part of hololive branch of holopro so it most likely won't be under HoloEN management.

From what I see if the branches have different channels == different management. Just look at Uproar, they were marketed separately from the rest of the Stars even though they are part of the Holostars brand, but they still use the current Holostars channel for their official media and stuff. This reflects that Uproar is under the same management as StarsJP. The StarsEN have a different channel and thus will have a different management.

Even with some of their "controversies" HoloEN isn't that much different than HoloJP content wise, including how they generally interact with Holostars. Myth's lore is much simpler and easier to deal with than Council's, as we've saw how the latter practically dumped or heavily changed it after debut, and while the former made their own alterations a lot of it comes from their debut streams or even pre-debut.
