If you compare the full designs, especially if you've seen False's concept designs, it's actually very similar.
Aside from the identical color palette and similar hair, Hibari's jacket is also oversized and flipped out to show the inside trim (collar hovering off the shoulder), as well as a superfluous belt hanging from his back (which is a detail from a beta False design later reused in Lae-Dee's), and his red gloves are reminiscent of False's robot arm.

It would be a pretty wild coincidence that Hibari was designed with the artist having never seen False before.
