It's extremely niche here in Austria. Hell, rice in general is not even that popular compared to noodles and potatoes as carb source.
Most people also have never heard of the concept of washing rice. You pour rice and water with a bit of salt into a pot (no water measurement rule), cook it for like ten minutes, pour the finished rice into a colander and serve. That's the average rice experience in Austria.

Also, it's not part of European culture to wash rice. Most European rice dishes required that goo that you lose from washing it. Paella, Risotto, etc wouldn't work if you washed the rice.
There are also a lot of dishes that are almost like a rice soup, very very wet - octupus rice, sea food rice
