Hire out of the core vtubing scene. You get people that already know what they're doing and have survived in harsher waters than hololive. Even traditional streamers sometimes come in and just don't "get it" at all.

Dead dog month is harder to justify, but she streamed the most in the first month which gave her a bit of a buffer there and the Pokemon arc put her streaming hours up by a lot after it. What probably actually happened is that when Council's contracts came up for negotiation, one of Cover's terms was that Council have a more consistent streaming schedule, or rather any schedule at all. Not necessarily the "We need you to stream 3 times a week for an hour each stream", but it could have been as simple as "post a schedule each week and do all of the streams on it".
Giving Sana the benefit of the doubt on the back injury thing (I don't know and I'm not going to do roommate reps to verify it), it can be very difficult to know on a given day how you're going to feel when you have a long-term issue. That makes scheduling hard.

I think there can be a point made about how people can really try, but not interact with their fanbase for various reasons.
