If you're genuinely asking, the evidence suggests that she isn't. I haven't seen her birth certificate or anything that would prove it for certain, but every argument that she is either revolves around her having a science fiction level voice changer, or an image that is nothing more than an elaborate ruse when you really dig into it.
If she really was a man I'd expect someone to have posted actual evidence of it by now, but since no one ever has I'm inclined to believe it doesn't exist.

Not the same guy, but it's worth nothing she did slip it by accident on the first Hitman stream, at around the 50 minute mark, when she said something like: I guess I had the voice changer off... in response to some question, and then stops and reluctantly goes on: Did I just say that out loud?, and quickly changes topic. I cannot comment on the alllegations that he/she is a man. However, I'd like to ask this to whoever it concerns: Lily is NOT your little sister, nor is she even a little girl. It's RP by definition. If you cannot accept she may or may not be a man, why are you OK with him/her being a woman? You're living a lie by default either way. Either be confortable with that or look elsewhere.
