They provide necessary back of house stuff that most vtubers / streamers don't like or have the time to deal with on their own. Every big streamer has some kind of team behind them to manage the logistics while the streamer takes care of the entertaining part of things. VShojo is just an agency that does those things for the girls. A lot of it is legal support, providing tech support and tech improvements by partnering with other tech developers, merchandising support and production, negotiations with other businesses for sponsorships and deals, and so forth. Anecdotally, it seems they also help them get personal things taken care of like Japanese language lessons with professional teachers, counseling, and such.

People love to say "VShojo does nothing" but they seem to do quite a bit that we just don't see or hear about. This whole big thing with VShojoNext / JP was their baby, creating a big hype campaign which worked with a gigantic payoff for the brand. They're doing good shit right now, even if not everything they do is right or even justifiable.
