Probably because Hololive always did a much better job of appealing to English speakers both before they had an EN branch and then they had a whole years head start with an EN branch? Even now Anycolor does basically nothing to encourage EN viewers to take an interest in NijiJP. If anything they reduced the accessibility of JP once EN came out by stopping doing officially translated clips.
