There's the very problem you're trying to address: most chuubas are fantasy creatures and their ethnicity isn't going to match any human one. Plus the anime style makes it really hard to have telling features, i.e. A japanese blonde like haachama, choco, watame, aki, will look identical to a "british" blonde like Ame. Sana and Flare skin tone could be of a black american so how can you tell? Again it's mostly voice oriented.
