You have it backwards. Mori gets tons of music because she's dumping her own money into it. IRyS gets company support, but all her shit has to get greenlit by middle management.

All Hololive members have to pay for all of that out of pocket. They are provided with defaults to start or can commission or make one themselves before debut. Cover does not pay for anything other than the l2d model and 3d, both of which the cost is taken out of the girls' earnings. Though it should be said that in both Myth and Council's cases these were paid off almost instantly once monetization and super chats kicked in.

And I should add the girls pay for all of their music out of pocket too. The exception is IRyS. Cover pays for and produces it themselves, with the downside being that IRyS can't do her own stuff. For now anyway.
