We can prove it doesn't happen with CCV, in your own example there was 1000 CCV that was stable, where as there's simply no way to get any kind of data on what VoD watchers are doing. If you took the average CCV you'd have removed the peak, and you'd have a number you can multiply by stream length to extract the total number of watch hours the stream had. You can't do that with VoD views.
