It's heavily algo-based, and prying into that particular mess is a long process. Between aesthetics, shared interest in viewing similar videos and other traits, things end up grouped together and 'recommended' for one reason or another.
It's part of the reason why music can pierce through the algo and net an entire different subset of audience than the usual vtuber-watching one, but it takes a lot of effort and some luck (See: Mori, Suisei).
I don't think Youtube has manually segregated vtubers from the rest of the platform, but you never know with how opaque the entire system is.
