First, it's much more closer to closing IN branch because KR and ID members weren't completely disbanded.
Second, even comparing to IN branch termination, Holo's one is much worse. The main point was that they did it only to spite chinks, but in the end they still bent down before those same chinks. While, in the Niji's situation it's just making a correct business decision as the branch wasn't feasible.
