You don't "need" a full mocap suit, you can use consumer grade vr trackers (like Kiara did for all her 3D streams so far, out of necessity and not having a real suit), but there WILL be a noticeable quality difference.

Using just regular vr trackers is much less precise and much more glitchy, you often see the models spazz out (again, see Kiara's previous 3D streams) - which may not be that much of a big deal if you're streaming with models of lower quality anyway (walfie smols, chuchu polys) and the stream occasion is not that "serious" so you can more easily just laugh problems off as the usual "haha EN scuff", but Kiara has set her birthday concert at a higher standard than that and is doing everything she can to achieve the best possible quality, because she will be using her "real/official" model and wants to perform at a level she is used to seeing from her JP senpai role models and always dreamed of having a impactful and special 3D debut idol concert experience like them.

Having her model glitch out and t-pose during it because she used shitty cheapo vr trackers is not an option, neither is "faking it" and just letting someone else impersonate her (what's the point of learning all the dance choreos then), so that's why we're having this frustrating odyssey of finding a mocap suit / studio in the first place

tbf unless it's for a big official corporate project, Cover doesn't really do much marketing for individual girls personal projects/events (besides maybe low level stuff like retweeting your announcement and retweeting your merch link). That's why "Umisea" for example got the corpo push, and other things didn't. It's all on the responsibility and effort of the talent itself to promote her own gig, so if she doesn't, that's not really Cover's fault, and Gura is pretty typical for being rather lackadaisical with self-promotion (or the lack thereof), keeping things always kinda low-key and subdued.

Kiara on the other hand doesn't have a problem with self-promotion (it's even a favorite talking point of her haters, that she's "too mememe" and whatever, but who cares about them anyway), so of course she will do everything she can to hype up her event - as she should. Gura's concert was kinda awkward because it was just cut from song to song, so I hope Kiara does some stuff in between to lighten things up and provide some sort of throughline or narrative connection between what would otherwise just be a sterile procession of isolated song segments.

But also, a lot of that hinges on the time allotment they have for the total concert. If it is hard capped at 1 hour, for example (which seems to be the standard), then yeah, it's naturally going to be more of the rapid fire songsongsong-style to squeeze the maximum amount of content into that limited space.
