Festival is Gen 1, where things were very hands off for Cover. Gen 3 is where the rules started coming in. And even then a lot of it is supported by the idols themselves. For example, Noel admits she wont interact with Holostars of her own choice. If the joined after precedents like that had been established then they knew what they were getting into. If they don't like Cover's rules that have grown the company as large as it is, then they should have just kept being indies with no viewers.

According to the company statements, I think they are an idol-like entertainment company. Key word is "like". Idol is the base guidelines, but even then their main purpose is just entertainment.
