The only time the answer is yes is when someone wants to move on from Hololive (Coco), health reasons forcing them to step away (Holostars Kira), or there's contract disputes/issues with international politics that put the decision out of their hands (basically every other Graduation). There has not been a single case of someone being let go because their digital number isn't as high as the others. In Niji maybe when they axed the whole Indian branch, but not in Cover.

Once the character and person behind them is set-up, maintenance costs for Cover are very low. What they can do however is use that character in merch and branding (including upcoming video games or animes) to generate more profit. Once the character graduates, they lose that. Can you imagine how much Rushia merch is sat in some warehouse because she got fired just before Holofes? Graduations are what can force them to lose profit, not keeping someone on.

And even if they DID start culling those with low numbers for some bizarre reason, they would start with the Holostars as their highest is still behind the lowest Hololive.
