Let's say Watame starts her stream at 23:00 and streams until 7:00. From 23:00 to 23:59 she has 10k, from 00:00 to 00:59 she has 15k, then she peaks at 16k at 7am
The tally guy has 3 choices
1. Only count the numbers she reached before 00:00 = Watame 10k
2. Allow streams to get extra 1 hour to reach their peaks for the tally = Watame 15k
3. Wait until 7am to see her numbers = Watame 16k
The tally guy would have to wait until Watame ends her stream at 7am to do the daily tally, The time would change every day depending on the ongoing streams.
You can't just put Watame's stream with 16k for the following day because it started on the previous day, and putting Watame on the previous day at 10k and 16k on the next day would be putting her 1 stream in 2 tallies. Giving 1 hour deadline to get the peaks is a good compromise
