When you convert it to grayscale, (pic related), you can see what I'm talking about. There's not much range in value, all just shades of grey making it look muted. You'd want more black and white ideally, but that's just speaking generally and is subjective. It really comes down to your own sense of aesthetics and the outfit clashes with mine.

The hair is fucked up too anon, in fact the whole piece has barely any indication of shading, because it's plainly clear the person who made this has no idea how to shade. Since they don't know what the fuck they're doing, they're afraid to commit to any visible value changes as it'd expose how nonsensical their dogshit shading is. So you get a drawing that looks flat shaded, with a couple barely noticeable higlights that make less sense the more you think about them.
Notice how the individual braids, despite being a simple row of tiny spherical volumes, barely have any indication of individual form. They're just a big halo around her head, with a little dark outline around the whole shape (it's fucking pillow shaded, for real). The rest of the shading is "UHH TOP OF THE TORSO IS LIGHT AND BOTTOM IS DARK, MAYBE???" with some random ass highlights (like those on the apron).
There's also zero anisotropic highlights on the new hair features because the artist probably doesn't understand what the fuck they are, they're used to just see people draw the same "ring" of highlights every anime girl has on her bangs, and went "uhh braids? idk what to do with that, that's a weird shape"
The values used for what little shading is present are *bad*, there's no hue, temperature or saturation change between the darks and the lights, it's literally the same color, with the brightness brought up or down. This is the kind of beginner shading/coloring mistake that KIDS ON DEVIANTART MAKE TUTORIALS TO TEACH PEOPLE ABOUT.
Fuck's sake, there ain't even any contact shadows/AO on ANYTHING! (Besides her boob crack, weirdly). Who picked this artist? How much did they charge?
The design is also terrible. It's a fucking schizo color palette, just look at how better integrated the colors and values in >>25987936 are relative to each other compared to the ACTUAL OUTFIT. I don't have much criticism on the design of the dress, but the jacket is an affront to pretty much every design principle out there. A big unreadable blob of a single color, with three tiny white accents thrown in random places. There's no shape consistency, no 70/20/10 distribution, it doesn't even LOOK like anything, it jumps straight from "this is the vague and general shape of a jacket" to "super tiny isolated lace detail".
I don't know who drew this outfit, but it must be a completely new artist because I've never seen a Holo with an outfit this badly executed in terms of pure art fundamentals.

Also you can't see it on the images but the outfit has STRONG jiggle physics, unlike any other Kiara outfit.

More people watched it than the last collab, so you could argue it has a better design than Mori.

Yeah, I went for the most generic look possible, and I'm really not much of an artist so I couldn't make the jacket design work while sticking with the minimalist intent of the original (I think it's a wool jacket, but with lace? Weird stuff). Like >>26009048 said, bringing up the saturation to make it fit with the rest of the colors makes it look like a cheap synthetic material, which doesn't really match with the lace or the more traditional feel of the whole outfit. I'm sure someone better than me could make it work, though, I didn't even bother to look up design refs for that thing cause I was mostly focused on fixing the values in the image and generally weird shading choices (the oil on her tits).

The main problem with Kiara's model is giving her muted colors basically requires giving her a hair recolor. Her hair color scheme is INSANE. It's an amazing design but it pretty much takes up an entire color palette by itself and makes it really hard to introduce new colors harmoniously.

Her outfits need to be either designed fully around her color scheme (default, opera dress, kimono) or very naturalistic, everyday clothes (farmgirl outfit, this one) so her hair can be the crazy accent that ties together a more muted design.
