They can accept/decline it for up to 30 days (usually) but in most cases they just let it time out rather than decline.

It's through a debit or credit card, they had issues with Paypal so they don't use them. One reference should be enough, I've seen people give just the front of their Vtuber and get some pretty nice art back, so one reference ought to be fine. My general rule because i don't trust machine translation much is to give them the character, their job, and then a short personality descriptor just using a few words and maybe a setting or a pose.

Either way, it requires a bit of monetary investment if you don't already have the skills to do it yourself.

But before you put any money down, download OBS and get used to it. Download and play around with free resources and overlays like streamelements addons and such. Familiarize yourself with the equipment you'll be using before you start.
Try some test streams. Just title them jiberish and play minecraft, no one's going to watch let alone stick around so don't worry about it. Just talk and play for like 30 minutes, see how it feels, review the VOD and see what you can improve - rinse and repeat.

If you're still into the idea of actually streaming, go find an artist on fiverr and start there. You'll either want a 3d or live2d model, which both have their own different softwares and bits and pieces you'll need to familiarize yourself with, so research about both before diving right in.

if you're super serious, invest in a mic. xlr would be best but usb is fine as a starter. mic quality is really important when it comes to getting people to stick, but for the most part you don't need 100% perfect mic quality to get people to stick around - especially if you have music playing in the background.

I'm sure you can figure out the rest from there. You can shill yourself and talk in the asp discord if you want some community feedback. as retarded as all these threads are, most people will be pretty nice there and tell you what to fix about your streams if nothing else. good luck! and please don't be a creep to the women in the cord we have enough of those.

Hey, I am trying to play a game while I am watching an other vtuber at the same time but I don't want to stream the vtuber's audio. How do I make it in OBS so that only my game's audio plays on stream?
I tried the windows mixer audio output trick but it doesn't work at all, I also installed the win-capture-audio plugin but it doesn't work either, only my desktop audio and mic output sound, the other tracks stay silent.
Is there any other software way to tackle this problem?

Use "desktop audio" in the audio mixer. Hit the little gear, click properties and go global settings, click 2 or 3 or however many audio tracks you want and assign the desktop audio to one of them.

My goal is to start a revolution in the Vtuber community, while making money on the side.

Okay I am revealing my first concept? Obviously I wont use it because I dont want to doxx my relation with /vt/.
It will be Asakura Yoh with a Beanie. And when he takes off his cap, the hair will be shaped like a Marijuana leaf. The obvious reference to Shaman King (which features a Marijuana Leaf on the book cover and has Asa 麻 (hemp) in his name will show that stoners are welcome in this livestream.
