They don't have a proper office in Indonesia, let alone a studio. If they want to have their own office and studio, they have to open a company branch in Indonesia (Cover Indonesia). But that would require Yagoo to make a joint partnership with local entrepreneurs and share the profit and management with them, not to mention they have to pay taxes to the Indonesian government. For a small company like Cover with business focus only on livestreaming and VR for now, that seems to be unnecessary.
Hololive ID might be a king now in ID, but what happen in 5 years, 10 years? Some local agencies could drive them to irrelevancy and if they lose they could just retreat from ID like Nijisanji did. That won't happen as easily if you have a company branch.

Yes there's some stuff they can do with 3D, Miko is happy to flex on 2D vtubers in her regular streams and ID has already done that with their 3D but EN doesn't want to apart from some of Ame's silly gimmicks because they've built up 3D to be something it could never be for them with their retarded audience.
