So the rrat is that Fulgur is a bored Sanalite from here who became a vtuber in order to pressure her into streaming again, I think.
It helps that his character is pretty clearly tsundere, and it helps even more that Sana streams so infrequently that you can project basically any personality traits onto her that you want and no one will know if you're making it up.

Millie contacted him privately and talked him into joining, and he has been noticeably closer to her and Enna than anyone else in Niji since then.

Over time, people realized this all just felt like a classic tsundere romance
