Well I wasn't sure what else would be a fair comparison if we open it up to all of hololive (plus I don't keep track of all of the holos).
Compared to the NEGI U members, Subaru definitely does not do a lot. Akutan has been active with concerts but hasn't really released any new music for a while (if I'm right checking her YT).

Nene is immensely passionate about singing and doing idol stuff. She really wants to put out more music but she’s not the most confident in her singing. A while back she stopped doing karaoke streams for a few months because she thought she sounded bad and she also thought her fans thought she wasn’t good at singing.
So she’s been building her confidence back up. It’s been slow progress but she’s getting there. It looks like she’s more willing to make songs in a group like negiu or in collabs because then less attention is on her and therefore she’s not as self-conscious about sounding bad, but that is just my theory.

I think official would mean formed and managed by Cover/Hololive rather than just something the talents came up with. NEGI U is a Hololive project that they designed and then recruited the members for.
So the curry meshi group probably counts. So does UmiSea (if it isn't dead).

Remember cover established negi u and promoted them as an idol group, going so far as to create a whole official twitter account dedicated to negi u. Other groups appearing in holoAlt or something isn’t as big of a deal and that’s more like Cover doing fanservice.

Well it was clear from the beginning that Cover are the ones who established the unit. The members of the unit signed up for it, I’m pretty sure, but Cover is the one who pulled the strings on actually starting the group and getting them their first gig.

Those other groups are more like friend groups who established themselves and Cover simply includes them in stuff from time to time. Like showing Okakoro teetee in hologra/holoalt.

My feelings on this is I believe Cover always wanted a proper idol unit after the Spice Love Girls or whatever their name was were created only to promote that brand of curry and had no use besides that, and so they finally got around to creating NEGI-U. Then the three girls were asked to be part of it and they agreed because they all have idol aspirations, and the songs for Jahy just happened to be their first role.

I doubt they would create the unit just for that one thing with Jahy, but I do also feel like NEGI-U continuing is partly thanks to Subaru, Aqua, and Nene persisting and trying to get more stuff made as NEGI-U since they ended up getting along really well and love doing stuff with idol units.

I have to imagine during the planning of the unit, part of the deal was doing continued activities. But given they were all selected for their idol qualities, it seems like they would be onboard with that.
Further, since it is management planned I imagine they are the ones finding new work and making more songs. The groups that are talent led (like Dasup) would require they are proactive in asking for work / planning new music, so it will naturally be slower (if anything at all).
