That's theoretically pretty interesting. Holo and Niji seem pretty thorough about disclosing when they're being sponsored to do something. I wonder if there was some impetus for this. It seems odd they would revise it all of a sudden to have vtubers be specifically mentioned.

I think they wanted to avoid the possibility of people using vtubers to skirt the currently existing regulations, e.g. "This sponsored stream doesn't fall under FTC influencer guidelines because Gawr Gura is an animated character, not an influencer". I haven't seen it happen, but presumably the FTC doesn't even want to let people try.

Roa recently won(not just tried, but won) her case and the Vtubers are now specifically referenced to in Japanese law as an exception to the normal lack of correlation between a character and their actor/VA
Basically, Japanese courts have ruled that a Vtuber IS the roommate no matter what, and that slander, libel, and general "anti" activity against a Vtuber, even if the antis do not reference the roommate, or hell even KNOW about the roommate, constitutes as conducting that activity towards the roommate.

While not necessarily correlated, it's VERY likely that that court case altering Japanese law influenced this clarification as Vtubers and their unique nature gain more traction.

We are effectively seeing "The Vtuber character is not the roommate" being deconstructed at a government level in real time.

There are vtubers who say shit like "I will be your girlfriend" in advertisements for memberships, and often many of them say things like "I will never betray you or get a boyfriend" and often this is related to membership benefits too.
There is no provision in the law for "it's obviously satire". You're not allowed to be satirical in advertising benefits like that without some obvious clarification. GFE chuubas who promise stuff like that without immediately knocking the act down into the ground by clarifying would be held liable for false advertising.

the person acting is still the same person but theyre playing a role, there was never any real disconnect outside of what everyone socially agreed on for the role as a part of kayfabe.
if a wrestler accidently killed another wrestler on stage, there would be an investigation into the real person despite the person playing a character at the time.
