It's not that Cover is making an exception, all of them are allowed to collab with men. Most of them just don't. Because the Holo bubble is so big, most members (who usually range from introverted to full-blown autistic) can usually stay within the bubble and remain comfortable in it, and since it is so large there's no reason to ever leave. Towa is unique among Holos in that when she arrived in Holo she either chose to stay outside of the bubble, was cut off from the bubble (or more likely than not, a mix of both) and as a result had to develop her own network outside of Holo to make it work. That's why we love Virtual Voldemort here, because she was a formative figure for Towa to get out there and meet people in the outside vtuber world, and also was her gateway to Vsexpo. And by the time she started finding her own network, she was also getting back into the bubble through people like Marine and Shuba as well as her old NND friends. So while kenzoku are "well-adjusted" to her collab antics (I am aware how "kenzoku" and "well-adjusted" do not belong in the same sentence), many other holos aren't, even those that have well-known connections outside of holo cough La+ cough. That's because they don't need to go outside the Holo bubble, with notable exceptions like Suityan.

Well she did play Vampire Survivors when that was the fotm. I think she's just not interested in the games usually, or she doesn't have time to invest in them. As for duolingo, I highly doubt she would do a language learning stream unless its like what she did for Apex that one time where she asked chat for JP -> EN translations. Even if she did do a duolingo stream, it would probably be a one off thing anyway. And her understanding of english is already pretty good, even if she can't form sentences, so a KR learning stream would be way more helpful for her than an EN one.
