Disney wouldn't necessarily have anything to do with it. Most large corporations don't actually scan YouTube for DMCA violations, or if they do it's generally at a fairly superficial level. Most of the copyright strikes are instigated by independent firms that specialize in blanket DMCA reporting in order to collect a "bounty" from the copyright holders; basically the ambulance chasers of the rights management world. It's a very shitty practice that's only barely legal but YouTube won't do anything to stop it and the corpos aren't going to pass up a few free dollars so it continues.

youtube's problem isn't a simple programming quality problem. they suffer from extreme dysfunction throughout all levels of management and leadership. there is no level of programmer that can make up for an organization that, overall, obsesses over shipping new and generally untested features, while at the same time huge numbers of severe revenue-impacting, brand-damaging bugs pile up in production and stay there without being addressed.
