While it's a natural inclination, you are seeing an exaggerated version because you're at a restaurant where (1) the people aren't working there because of their excessive professional qualifications, and (2) when nothing noteworthy is going on at a restaurant, the bar for the most interesting topic of discussion is pretty low. I say this having spent years working restaurants myself.
I suspect that the chuubas who do a con appearance might laugh, but don't have the time/opportunity to. They are too busy to dwell on any specific person in a crowd, unless that person really stands out.
