Some of them do understand a bit of English but not enough to chat in English. So while they can be enjoying the stream, they feel it would break the mood to type in Japanese in a 99% English chat. But given the prompt, they'll all start chatting in Japanese.

There are viewers who understand enough of the other language to watch, but suck in writing it or doesnt want to shit up chat with the wrong language and be a burden to the streamer. I watch jp streams all the time and know enough to listen, but so far I've only ever wrote simple english comments in Lui's chat only because she seems to be accepting of overseas comments and has half decent english comprehension for it.
The point is, any excuse to respond to overseas pandering will be taken up on, because at that point the streamer is acknowledging you're not a burden.

I can understand enough to follow streams even if I cant reply fast enough but dont like typing in another language even when the streamer doesnt mind, calling out to the foreign viewers is different because then they are expecting the reply.

I watch a lot of small indie JP vtubers. I generally try to chat in Japanese, but if it's the first time I'll usually ask if English is alright. Some of them are decently bilingual and would actually prefer good English over shitty Japanese. Most of them don't really know English, but just asking them about it can get you a "Good Morning" in a cute accent. Then I just keep chatting in Japanese as best I can.
If you know a bit of Japanese you might not get everything but you can follow along a bit. Translating what chat is saying can give you a bit more context.

Same, basically. I don't really know enough Japanese to put together a coherent sentence, do I used to just keep quiet in chats or try to write basic JP to avoid looking like an attention whore by standing out.
But I feel that things have changed a bit now that EN chuubas and viewers are more common. Many smaller JP chuubas seem happy to see that they get viewers from overseas too, so I usually greet them in English now. Whether I say anything more depends on how well they speak English.

I always write simple comments in english like "good morning, good job, nice ___" especially to 100views
I like to think that literally who streamers would go

and get motivated to keep going with their vtubing dream

Small streamers usually love getting viewers from around the world, unless they have to work really hard translating chat and it ruins the flow of the stream.
From what I've heard from some of them, almost all of their viewers are from overseas. JP bros only seem to care about holo and niji

Japanese people watch English streams to try and learn English you dope. They type in the chat in English, until the vtuber says something in Japanese they feel comfortable typing in Japanese.

There's a few JP streamers that have an unusual accent or way of talking that's great for listening to in the background.
