I'm not sure why you believe any of these are true at all. HL-EN and Niji-EN will collab why? Why would Niji-EN avoid VShojo? The last one is currently true only insofar as HLEN doesn't collab with fucking anybody (almost anybody).

Familiarity is the key here. HoloEN can't keep their borders closed forever. The girls who can't speak Japanese in the group don't have a lot of options for collab partners. The branching out will happen at one point and NijiEN will probably be the group that leads to it. Nijisanji by essence is the closest company to Hololive in terms of how they run things. Since those are two nip companies with history there's cultural familiarity in both sides of the management so they mutually trust each other on how the streams will play out, what to not say, etc. and both stream on the SAME platform. When Polka was asked about possible VShojo collabs the first thing she said was "not likely, because they stream on Twitch." Normally this wouldn't be a huge deal but it's no lie that the guidelines and rules for both platforms are drastically different, both Cover and Ichikara would have to be extra cautious. There's, also, precedent for HoloNiji collabs. Every branch of Holo did and still does collabs with Niji.
Though I think HoloEN Gen 2 will collab with NijiEN 1st Wave before Gen 1 since both groups will be newcomers by then which would make collabs more comfortable (to not look like one is leeching the other)
