I think they can glow and cultivate their audience because there's no specific target audience. Ina's core audience is very different from Gura's. They're different people(or characters) and they have different appeal. All kinds of people watch vtubers, from all kinds of backgrounds, from all kinds of social standing, from all ages, from both genders.
So your target population for vtubers is whatever you want them to be.
