Corporations don't necessarily care about maximizing quality unless their consumer base actively forces them to do so. If not pushed for maximum quality, they will default for the minimum quality their audience will tolerate. If you could possibly quantify how "good" a rig is, you'd see diminishing returns in quality/dollar spent ratios with some of the better rigs.
