It depends if the ID staffs were involved in the recruitments and auditions or not, if yes then we can partly blame them for the failure. If the auditions process was handled fully by the JP staffs, then the ID staffs were not at fault.

What certain is most of Niji ID livers are indeed boring and not up to the standard. Even the English speaking ones, they got more numbers mostly because of their pandering to EN.

To be fair vtubing is a different model than most. The actual running costs are essentially nothing. At worst you could just heavily cut down on staff support and let vtubers keep doing their thing under your name, its essentially free at that point.

You get entire MMORPG servers running for decades with populations under 100 people. There's no reason to just fire an entire branch for low performance except that you don't want them associated. (Although in this case they were just pointlessly absorbed for some reason)

Being honest, it very well might be just temporary. Just a general analysis from a long time viewer though: most everyone seems to be doing a little since the merge in terms of live viewers. Mika specifically has been doing very well.
My guess is a lot of it is viewers who are curious about them because of the merge, but I think if they take this opportunity they can at least keep themselves out of the double digit and low hundreds range, enough to survive.
I think ID will be OK, it's KR that I think anyone who cares should be worried about.
