It's a result of the 4000 valentine can badges selling out within 15 minutes after the sale started.
Since they also set a limit to the full set I am gonna assume that there really were people who bought multiple of the valentine set just for the goods even though it also meant decreasing the number of other fans who could even listen to the voice pack.
