It would have been better if he didn't say anything instead, and the power would have activated on his own based on his subconscious desire.
Imagine a thought appearing in his mind for a few seconds, but instead of going away it activated his geass on its own.

That would have had a lot more dramatic effect, and shown that Lelouch didn't have any control over his Geass anymore.
Compared to the other powers his was easy to block and control even when out of control.
Other powers work through space and using telepathic powers.
It would have made sense for his power to work without eye contact and telepathically in a range around him after reaching a higher level.
That would have been real hell and could have added a different dimension to it.
Imagine everyone coming into contact with his area of control being at the mercy of his subconscious thoughts.
