There are a few that I think you could change, but the first one I thought of is for Luna.
Igglybuff should be swapped with Cleffa, since its evolution line is said to come from the moon.
Either Calli or Rushia could be given Dusknoir, since it's the closest thing we have to a Grim Reaper pokemon in terms of lore.
Ina should have Inkay or Malamar, since those lean more on the eldritch side of cephalopod mons.
I don't think Solgaleo is the best fit for Botan, since aside from looking kind of like a lion, it doesn't have any behaviors like that. Maybe Luxray would be better.
While Azumarill is a rabbit and blue, Pekora doesn't really have any aquatic traits, so maybe Bueary would be better?
There are two different phoenix pokemon, and yet you chose neither of them for Kiara?
The rest are good, or I just don't know enough about them. Hoopa was a great choice for Aki.

Nope she should be normal/dark or pure normal with an ability similar to adaptability that gives her 2x on dark moves. Nasty plot and dark pulse on level up, maybe let her learn aura sphere through breeding if you want her to be OP. High SpA, mid SpD, Speed, HP, low Atk and Def.

Man, why didn't I think of that. I knew Luna's partner definitely had to be a baby pokemon like Cleffa or Igglybuff.
But I completely forgot about the Clefairy line's connection to the moon and outer space.

Some changes I would make
Mio: Absol. Her fortune telling fits with Absol's lore of foretelling disasters.
Choco: Blissey. She's hard to choose for, so I went with the nurse theme.
Mori: Dusknoir, because it leads souls to the underworld.
Laplus: Spiritomb, because it's a Dark type that was bound to a stone as punishment, similar to how Laplus' true power is sealed away.
Fauna: Shaymin, because it creates flowers wherever it goes.
Mumei: Regigigas, because it formed the continents and created guardians for civilisation. Also it's slow.
Bae: Giratina, because it represents chaos and rebellion, and it would be thematically cool for all of Council to have gen 4 legends.

Like Blissey may be a good nurse mon, but it lacks the sex appeal that a popular Rule 34 mon like Gardevoir has.

I actually had trouble choosing what would go best with her. So many canines.
For me, it came down to Zamazenta and midnight Lycanroc because they're both red wolves. Lycanroc is too much of an edgelord, so that's why I ultimately went with Zama for mama Mio. Other choices I considered were Zoroark (but it's a fox) and Mightyena (but it's a hyena).

I hadn't considered Absol tho, but I don't think a very white and blue pokemon like that is a good match for Mio's reddish color scheme.

For Mori, I'm just gonna keep Scrafty because lots of anons seem to like that choice.

I think you need to decide what your criteria for choices is. Some of them are chosen for personality while others are chosen for aesthetic. I'm assuming you picked Spritzee for Lui because they look alike, but then you have Joltik for Haachama and Rillaboom for Kanata. I would give her something like Pidgeot or Staraptor.
Amelia should 100% be Stoutland. It fits her lore and personality wise.
I would maybe change Bae to Morpeko, it's more representative of chaos while still being a mouse/rat.

It depends on the vtuber, I guess. I didn't really have strict criteria while making this chart.

- If it's an animal girl like sharkgirl Gura or catgirl Okayu, I tried to find a pokemon that is the same animal. Like a shark mon and cat mon. Color scheme is important too because (for example) there are many lion pokemon for Botan to have, but only one of them is a White lion like her.

- For others like Sora and Flare and Ayame, if their designs aren't based on animals, I'll try to find a pokemon that looks similar to their mascots. Like Sora's teddy bear, Flare's panda-like fairy, and how Ayame's Poyoyo is a white ball with horns that looks similar to Galarian Corsola.

- For others like Kanata and Haachama, I'll take memes into account. Kanata is commonly called or depicted as a gorilla because of her grip strength. Haachama is now forever associated with spiders because she ate one.

- Sometimes I picked a pokemon based on the girl's profession or lore. Iofi is a painter, so she got the painter pokemon Smeargle. Ame is a detective, so I gave her detective Pikachu. Aki has those portal rings for her hair and probably travels via portals, so the portal pokemon Hoopa is a perfect match. Kronii got Dialga because it's blue and the master of time. A perfect choice for a time warden like her.

- Sometimes I picked a pokemon based on the girl's personality. Like for Mori, she's a wigger who loves rap. So a gangsta mon like Scrafty might be a more fitting a choice for her than any grim reaper pokemon. For Choco and her sex appeal, a sexy pokemon might be more fitting than any nurse pokemon like Chansey or Audino.

- Lastly, if still couldn't find anything fitting, I just went with whatever pokemon design looked similar to the vtuber's design. There are no bluish purple peafowls like Reine, but Oricorio exists. There are no pink hawks for Lui, but a pink birb like Spritzee exists.

Changing Bae's dedenne to Morpeko sounds like an excellent idea tho. Morpeko is the most chaotic of the pikachu mouse clones.

Stoutland is too fucking fat to be Ame's pokemon. But maybe it's earlier evolution, Herdier, might work. It has a blonde mustache that reminds me of Ame's blonde mustache, and it also looks like Ame's brown dog mascot.

for Lui and Pidgeot, I'll consider it because Spritzee was just a placeholder at best. I don't think a cutesy bird like Spritzee goes well with Lui. Maybe a more fearsome looking bird like Pidgeot, Staraptor, Talonflame, Hawlucha, etc are more suitable choices.

I've always thought a Zeraora would fit Botan, I mean the shiny is mostly white with some black and while it resembles a Tiger it also fits her a lot.

It's not a bad suggestion but I think Lunala is already fine with her current partner. Lunala is the moon legendary pokemon and it even has purple and gold colors like Moona's design.

Staraptor is a fearsome bird of prey, but its color scheme is more black and white with very little red. And Lui is a very pink bird.
I also did think about putting Hawlucha for her because it's a hawk pokemon. But it's also a mexican luchador with no pink feathers, so I gave up on that idea too.

I still think Oricorio is the better choice because it more closely resembles a peafowl than Cramorant does. Oricorio also has Reine's blue/purple color scheme.

I actually haven't watched much of Kobo besides her debut stream.
I still remember her loading screen being of her riding a rain cloud, which is why I chose Castform. A pokemon that can look like a rain cloud.
Altaria does have a cloudy appearance, and maybe the cloud-riding Thundurus could also work for Kobo.

Shiny Zeraora may be a white feline, sure, but it still doesn't feel right to give the lioness vtuber a tiger pokemon instead of a lion. I still think she should have a lion like Solgaleo, or even Pyroar or Luxray.

Impidimp? If you guys want La+ Darknesss to have a Dark type pokemon so badly, why not Honchkrow or Murkrow? It's a Dark/Flying type and it's a black bird that could sit on La+'s head.
