It's run by MangaGamer, a Japanese company, so I'm guessing it's easier to hire locally, rather than going through the hoops of hiring overseas.

Though since they do distribute globally they probably have overseas offices and employees, so who knows, it could be run by one of their department overseas.

Since they primarily speak in English, it was probably easier for the company to hire English speakers who know some Japanese, rather than the other way around. I can't tell if their Japanese has an accent or not.

They've played Kara no Shojo which is most definitely not all-ages. (but they needed to bring up the censor for the 18+ stuff, because YouTube). It's really only limited if they're able to get permissions to stream the game and if they want to play it. They're currently juggling quite a few games currently, so it might be a while before we see a new VN picked up that isn't just a one-off game.
